This book argues that states in Southeast Asia have begun to buck the long-held principle of nonintervention and started to display an increasing readiness to think about sovereignty - not only in terms of a state’s responsibility to its populations but also towards neighboring countries as well. Taking into account the realities of interstate cooperation in the region, Tan develops a new theoretical framework that reflects the evolution of attitudes about state sovereignty to explain this emerging ethic of regional responsibility.
